[Tkinter] Tkinter Window Has no Title Bar

I am unable to get started with tkinter. I wrote this simple python3 script:

import tkinter as tk
top=tk.Tk()
top.title("Title")
top.mainloop()

The result is just a gray window with no title bar. What am I missing? TIA.
