ask him if this is his want for your computer. is this computer accessing the internet through a service that he pays for and/or uses and/or provides to other members of the household?

if this internet access is tunneled through a network that reddit has banned, that might explain your issue. maybe nf.exe might be setting a route that does this. i personally have no idea how to set that on Windows, but if i did, this might be the way i'd set controls over my kids (5 of 6 are now grown adults and the last one knows what she is doing with computers).
